description: Why AgentHub's agent/workspace instructions reach only Claude and Codex — Cursor CLI and agy have no per-session way (tested 2026-10-12)

Tested 2026-10-12 (cursor-agent 2026.10.01, agy binary strings only — never ran agy, see [[agy-auto-updates-on-run]]):
- **Cursor CLI**: no system-prompt flag. `--plugin-dir` is honoured only when Cursor's server flag `enableUserLocalPlugins` is on (off for this account — an always-apply rule in a plugin was ignored); `--add-dir` loads no rules. Rules load only from the cwd's `.cursor/rules`/AGENTS.md (control run confirmed) = the user's repo, forbidden.
- **agy**: no per-session flag (`/add-dir` is a slash command); rules only from global `~/.gemini/GEMINI.md`, `~/.gemini/config/rules/` (shared with the Antigravity IDE) or repo files.
- Not installed here, unverified: copilot, grok, kimi, omp, opencode.
**How to apply:** `GET /api/me/instructions` returns `tools` (= `SUPPORTED_TOOLS` in server/lib/lane-sources.js) and the Settings card shows "Applies to" only for those, installed and enabled. Recheck Cursor's plugin-dir if they ungate it. Writing agy's global rules folder was offered to the user as an opt-in, not built.
